I. Procurement Conditions
Competitive Negotiation Procurement Project for the Subcontracting of Internal Drainage Works on the Bid Section I of the Motorway Banja Luka-Prijedor-Novi Grad (First Phase Banja Luka-Prijedor) in the Republic of Srpska Bosnia & Herzegovina has been approved for implementation by EVERIT d.o.o. Banja Luka, and the funds have been secured. EVERIT d.o.o. Banja Luka has decided to adopt a competitive negotiation procurement approach for the construction of this project.
II. Project Overview and Procurement Content
2.1 Project Overview
This procurement is for the completion of the Subcontracting of the Internal Drainage Works on the Mainline and Interchange of Section I of the Motorway Banja Luka-Prijedor-Novi Grad (First Phase Banja Luka-Prijedor) in the Republic of Srpska Bosnia & Herzegovina. The expected project duration is 430 days.
2.2 Procurement Content
This procurement is mainly divided into one contract sections:
(a) The construction mileage is from K00+000 to K13+950;
(b) The scope of procurement covers the construction works of internal drainage on the mainline and within the interchange areas, including but not limited to: trench excavation and backfilling, construction of cushion layer and foundation, procurement and installation of drainage pipes, construction of manholes and related ancillary facilities, construction of oil separation systems and related ancillary facilities, and corresponding testing and inspection. (specific construction scope as detailed in the Bill of Quantities, drawings, and other technical documents)
(c) The proposed project duration is 430 days, with a defect liability period of 730 days
Ⅲ. Qualification Requirements
This procurement requires the bidder to meet the following criteria:
3.1 Minimum Qualification Requirements
(a) The bidder shall be a legal entity duly incorporated and validly existing under the laws of its place of incorporation, and shall provide the legal and valid registration documents issued by the competent authority of its place of registration. Its business scope shall cover the content of this procurement.
(b) The bidder shall possess legal and valid qualifications, permits or other statutory authorizations appropriate to the content of this procurement, and shall be capable of undertaking the construction works of this procurement in accordance with applicable laws.
(c) The bidder shall assign the project manager, the technical director and other professionals, as well as an adequate number of skilled and general labourers, to meet the implementation requirements of this project. The relevant professionals shall possess the corresponding professional capabilities and qualifications.
3.2 Minimum Financial Requirements
(a) The bidder must provide audited financial reports or financial statements for the last two years (2024–2025) issued by an accounting firm or audit institution.
(b) The bidder must have a minimum average annual turnover of at least €200,000.00 in the last two years (2024–2025).
3.3 Minimum Performance Requirements
The bidder must have at least one similar project performance in the Central and Eastern Europe regions within the past decade (from January 1, 2016 to the bid closing date, based on the contract signing date).
3.4 Credit Requirements
The bidder (from January 1, 2021 to the bid closing date) must not be under a business suspension order, property takeover, freezing, or bankruptcy status, must have no legal violations, irregularities, or breaches of contract, and must not be involved in ongoing lawsuits. The bidder needs to provide relevant proof or a Commitment Letter (see the Annex).
3.5 Consortium Requirements
Consortium bids will not be accepted for this procurement.
3.6 Other Requirements
No legal entity, other organization or individual that has any conflict of interest with the Procuring entity which may affect the fairness of the procurement shall participate in this Project. Different entities whose persons in charge are the same, or that have a controlling or management relationship with each other, shall not participate in the same lot, or, if the procurement is not divided into lots, the same procurement project.
Ⅳ. Acquisition of Negotiation Documents
All bidders intending to participate in the competitive negotiation procurement of this Project are requested to obtain the negotiation documents via the website specified in the section “VI. Media of Announcement Issuing” of the Competitive Negotiation Procurement Announcement in Chapter 1 from 9:00 AM on 21 September 2026, to 17:00 PM on 23 September 2026 (Bosnia and Herzegovina time, the same hereinafter).
Ⅴ. Submission of Bid Documents
Bidders shall submit the hard copy of their bid documents by 10:00 AM on 6 October, 2026, at the same location: EVERIT d.o.o. Banja Luka, No. 9-11 Janka Veselinovića Street, Banja Luka, Republic of Srpska, Bosnia & Herzegovina. Bids submitted late or to an incorrect address will not be accepted.
The purchaser will open bids at the same time and place as the bid submission deadline. Bidders' legal representatives (or authorized agents) must attend and provide identification. Any bidder who fails to attend the bid opening will be considered to have accepted the results of the opening.
